The RSA is working to introduce a Graduated Driver Licensing scheme. Some of those measures are already in place such as compulsory training covered by EDT and IBT as well as lower alcohol levels that apply to learner and novice drivers. Further measures such as the introduction of the (N) Novice plate and the reduction in the number of penalty points needed for a learner or novice to be disqualified are being considered for implementation.
